HOW TO DEVELOP AN ENVIRONMENTAL MANAGEMENT PLAN (EMP)

Environmental Management Plan (EMP) refers to an impact management plan usually prepared for a proposed/existing project. It is carried out to ensure that environmental impacts associated with the project are avoided or mitigated throughout its life cycle. The mitigation measures listed in the report are to be implemented by the proponent.

The EMP is to be prepared by a consultancy firm for the client. The goal is to provide a stand-alone plan for managing the potential environmental and social impacts of the operation activities from their project site. As required by law and ethics, companies are demanded to be responsible in all aspects of their operations. Therefore, this document is produced to meet regulatory compliance obligation as required by the Federal, State or Local regulatory bodies.

The plan emphasises how the proposed/existing activity may impact on the
relevant environmental factors and how those impacts may be mitigated and managed to be environmentally acceptable.

This document also will include the issues of protocols of health and safety of workers, contractors and visitors alike and is designed to conform the company’s environmental policy.

The following are some of the steps in developing an Environmental Management Plan:

  1. Introduction: This is the overview of the report. It should contain a description of an EMP, the objective of the EMP, brief history of the proponent, statutory matters and obligation, etc.
  2. Environment and facility description: In this chapter, the EMP should provide a comprehensive description of the proposed/existing project including its location
    (street address, block and section and certificate of title details where relevant), justification and/or objectives for the proposed/existing activity. Process description of activities on the site should also be included.
  3. Environmental Factors: Geology, Water quality, Biodiversity, Air quality, Noise and Waste Management Plan should be discussed.
  4. EMP Management and Implementation: In this section, environmental policy of the proponent, implementation of the EMP, environmental management responsibilities, EMP reporting and monitoring structure, emergency contacts and response, potential impact and mitigation measures should be discussed.
  5. Environmental Monitoring and Review: This section should explain more on how monitoring of the potential impact should be carried out and provide extensive explanation of monitoring, objectives and proper plan.
  6. EMP Checklist: This checklist helps provide the necessary information to ensure a timely assessment process. Also, information should be provided on all those items that are relevant to the proposed/existing development.

It is important to note that an EMP could be written as a stand-alone report, or as part of an Environmental Impact Assessment (EIA) and Environmental Audit (EA) report.
